On January 29th, the Development and Reform Commission of Shaanxi Province issued a letter soliciting opinions on the draft of the Implementation Plan for the Development of New Energy Storage in Shaanxi Province (2024-2025).


The draft for soliciting opinions points out that by 2025, Shaanxi Province's new energy storage will enter a stage of large-scale development, with market mechanisms, management systems, and business models basically formed, technological innovation capabilities and equipment levels significantly improved, and the competitive advantages of the entire industry chain will begin to emerge. Efforts will be made to achieve a total scale of 2 million kilowatts (2GW) of grid connected new energy storage.

The planning and layout guide the key layout of new energy storage in the new energy enrichment areas north of the Wei River in northern Shaanxi and Guanzhong. Explore the development of new types of energy storage such as compressed air energy storage and gravity energy storage in power supply areas lacking rotational inertia support such as 750 kV Xiazhou and Pubai. Taking into account the structure of the Shaanxi power grid and the distribution of new energy, the following new energy storage planning layout is proposed.


Developing new energy storage industries according to local conditions, fully utilizing salt mines in Yulin, northern Shaanxi, and vanadium ore resources in Shangluo and Ankang, southern Shaanxi, with a focus on emerging technologies and industries such as compressed air energy storage and all vanadium flow batteries. Fully utilize the energy advantages and technological foundation of our province, focus on breaking through the bottleneck of the development of all vanadium flow batteries, promote the high-quality development of the vanadium industry chain, and achieve an annual output value of over 10 billion yuan.

Support the participation of new energy storage in the electricity auxiliary service market, encourage independent energy storage to participate in electricity auxiliary services, and play a peak shaving role. The number of full charge and discharge calls throughout the year should not be less than 260, and the trading mechanism for participating in the electricity auxiliary service market should be executed in accordance with relevant market rules. Every year, a certain capacity of advanced technology and significant demonstration effects of long-term new energy storage are selected as pilot demonstration projects, which will be given priority under the same conditions. The compensation standards for peak shaving services will refer to the second price range of Shaanxi thermal power deep peak shaving, and the total compensation funds will not exceed 100 million yuan per year.
Actively promoting the integration of industry, academia, and research, relying on existing resources to carry out collaborative cooperation between industry, academia, and research, further expanding the industrial advantages of our province in compressed air energy storage, liquid flow battery energy storage, and hydrogen energy storage.
Establish an independent energy storage capacity sharing leasing system to encourage new energy enterprises and independent energy storage enterprises to sign long-term leasing agreements for more than 5-10 years.
Promote the rational layout of new energy storage in multiple scenarios, with a focus on new energy enrichment areas such as northern Shaanxi and the north of the Wei River in Guanzhong. Promote the integrated operation of wind, solar, and thermal energy storage, and explore a multi energy complementary development model;
Vigorously developing new energy storage on the grid side: large-scale new energy integration and lack of rotational inertia support for regional planning and layout of compressed air energy storage;
Flexible development of new energy storage on the user side: Encourage eligible users to configure new energy storage
Key development of independent energy storage power stations: Key construction of independent energy storage power stations with a capacity of no less than 100000 kilowatt hours, fully leveraging their advantages of strong regulation ability, easy scheduling, and convenient management. Promote pilot demonstrations of independent energy storage with large capacity and medium to long time scales.
Actively developing diversified new energy storage: promoting the construction of integrated "source network load storage" projects that consume a high proportion of new energy; Explore the commercial model of utilizing surplus new energy resources to produce hydrogen in areas with abundant new energy resources, and conduct pilot demonstrations of integrated "wind solar hydrogen storage" projects.
